What I do
01
Program Evaluation & IV&V
Independent assessment of high-risk R&D programs: evaluation strategy, metrics, test design, and the evidence behind go/no-go decisions. I make sure what gets measured is what actually matters.
Relevant experience
- Science & Technology Lead, ARIA’s Enduring Atmospheric Platforms Programme (2026–2029).
- Led the government evaluation of DARPA’s $95M Explainable AI (XAI) program across 11 academic and industry teams.
- Design-of-experiments lead for DARPA’s EDGE program, building validation metrics for single-operator control of autonomous multi-vehicle systems.
02
Human-Machine Teaming & Trust in AI
Advanced systems tend to fail at the seams between people and machines. I help teams understand how operators come to trust, misuse or reject intelligent systems, and design and test for trust that matches what the system can actually do.
Relevant experience
- Developer of the Intelligent Systems Technology Acceptance Model (ISTAM).
- Former Chief of Human Systems Integration, Joint Artificial Intelligence Center.
- Former Deputy Director, NRL Laboratory for Autonomous Systems Research.
03
Lab-to-Fleet Liaison
Scientists build better things when they understand the people who’ll use them. I broker access to operators, units and test populations, translate operational constraints and acquisition culture for researchers, and translate the science back for the fleet.
Relevant experience
- Fleet integration for NRL’s Space Sciences Division: identifying operational users, brokering access, and running facilitated engagements between scientists and warfighters.
- Operational integration for ONR-funded neurocognitive resilience research at the University of Minnesota, working with the Naval Submarine Medical Research Laboratory and the Naval Aerospace Medical Institute.
- Twenty years of enlisted and officer service, from Marine special operations to naval aviation.
04
Research Design & Proposal Development
Problem framing, experimental design, metrics and proposal shaping for funders like ONR, DARPA and ARIA. I’ve sat on the program-officer side of the table, and I write for that reader.
Relevant experience
- Former Deputy Program Officer, ONR Command Decision Making ($7M S&T portfolio).
- Directed the DoD Autonomy Community of Interest portfolio for the Office of the Secretary of Defense, across five services.
- Proposal reviewer for national R&D funding agencies.
05
Training
Courses built for the people who have to apply them, not just learn about them.
SafeGuarding AI
AI safety for operational audiences. Bias, robustness and transparency taught as tradecraft and reliability rather than abstract ethics. Delivered to intelligence community audiences, in full-course and one-hour formats.
Briefing the BLUF
Teaches scientists and engineers to brief their work the way decision-makers listen: bottom line first, built for the audience, and built to stick. Available as a group workshop or individual coaching.
06
Leadership Observation & Feedback
Leaders rarely get honest, specific feedback on how they actually show up. I observe academic and research leaders in their real working settings (meetings, briefings, one-on-ones) and deliver candid, behavior-specific feedback their own institution can’t easily give.
How it works
- Two to three days of observation, spread over about two weeks.
- Focus areas agreed up front: presence, clarity, feedback, decision-making under ambiguity.
- A written debrief, followed by a working session to turn observations into practice.
- Observation only with the informed consent of everyone involved.
